Appendix C: Ulysses Agreements on Data Rights

 

 

The following is extracted from a draft document having the same title as this Appendix (ref. SC/92­604/KPW/at, dated 20 October 1992) prepared by K.­P. Wenzel.

 

C.1 ESA/NASA REQUIREMENTS

 

Memorandum of Understanding (Ref. C1)

 

Access to the science data products is constrained by the Ulysses Memorandum of Understanding (MOU):

 

Article 10 ­ Data Rights and Distribution

 

First publication rights to data obtained from a Principal Investigator's instrument will reside with the Principal Investigator for one year from receipt of processed data and necessary spacecraft information in a form to be recommended by the SWT and to be agreed by the JWG prior to launch.

 

Arrangements for provision of such data to Principal Investigators of the theoretical and interdisciplinary investigations will be recommended by the SWT for implementation by the JWG.

 

Following the period of first publication rights, records or copies of reduced data will be deposited in the U.S. National Space Science Data Center (NSSDC), with the Data Library of the European Space Operations Center (ESOC) [now replaced by the Ulysses Data System and ESA Ulysses Archive], and will be listed with the World Data Center for Rockets and Satellites. Such records will then be made available to interested scientists, upon reasonable request, by the World Data Center.

 

Announcement of Opportunity (Ref. C2)

 

The Requirement for the release of data into the public domain is addressed in the AO section 6:

 

"All investigators will be required to prepare reduced data records of the results for deposition in the National Space Science Data Center (NSSDC ­ World Data Center A) and in such other data center as may be specified by NASA and ESA. Data records will be deposited after the end of a period mutually agreed upon by NASA, ESA and the investigator. These reduced data records will be made available to interested scientists upon request."

 

C.2 SWT AGREEMENT

 

At the meeting on 22­24 October 1979 (SWT­4), the Science Working Team agreed to the following set of rules regarding use of the CDF:

 

"The Common Data File, including plots, is generally not to be used as a data source for publication.

 

No data from any experiment are to be published without permission of the Principal Investigator.

 

Studies which use common data in a substantive and primary manner are not to be undertaken without consultation with the Principal Investigator. Such studies should generally be of a collaborative nature."
